Tom and Eddie just had to be like that; and Eddie's not silly. He had to be as annoying as possible to get Tom to allow him to be silly again, which is his comfort zone.

I think Horatio has always sort of known that Pellew knows but just win't admit it to himself. Silly sod, as you say.
